It is a 3D replica of the Burj Dubai tower, a fan project by AndisArt, namely Andre Bauer from Hamburg, Germany. This project meant to become a plugin and be playable for Sim City 4 computergame. The construction process is shown in AndisArt's thread in the Simtropolis.com forums (free registration required).
